Dr. Rogers is Professor & Chair of Social Work at University of Wisconsin River Falls.
His academic interests include Social Work Practice Theory, Disaster Relief & Mitigation, International Humanitarian Law, and Human Rights.
He took his A.B. at Albright College, Reading, Pennsylvania, USA, Individual Study (Public Health).
He took the M.S.W. in clinical social work at the University of Maryland School of Social Work & Community Planning, Baltimore, Maryland, USA, and the Ph.D in Social Work at the University of Maryland at Baltimore Graduate School. His thesis was titled "An Examination of Critical Incident Stress Debriefing for Emergency Service Providers: A Quasi-experimental Field Survey."
He has received a Diploma of the International Comittee of The Red Cross, Geneva, based upon participation at the ICRC's Warsaw Summer School. His thesis was titled "Toward a Plan of Comprehensive Dissemination of the International Humanitarian Law: Challenges and Opportunities in the United States of America."
He maintains an appointment as Senior Volunteer Advisor to the National Headquarters International Services Division of the American Red Cross.
He maintains ongoing consultant relationships as a grant reviewer and chair of grant reviews for several U.S. Federal agencies including FEMA/SAMHSA-DTAC, Health Services & Resource Administration-Bureaus of Primary Health Care & HIV/AIDS, SAMHSA-Centers for Mental Health Services, Substance Abuse Treatment & Prevention, Centers for Medicare/Medicaid services, Office of Minority Health.
